To ensure the preservation and promotion of this invaluable heritage, the Government of India has implemented several financial assistance programs. These programs aim to support organizations and individuals dedicated to maintaining and promoting the cultural legacy of the Himalayan states, including Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Sikkim, and Arunachal Pradesh. Here’s an overview of the key financial assistance programs available for the preservation of Himalayan cultural heritage:

1. Financial Assistance for the Preservation & Development of Cultural Heritage of the Himalayas

Objective:

The primary objective of this scheme is to promote and preserve the cultural heritage of the Himalayan region through research, training, and dissemination via audio-visual programs.

Eligibility:

The scheme provides financial support to organizations operating within the Himalayan states. Eligible entities include:

• Non-Governmental Organizations (NGOs)
• Societies
• Trusts
• Universities

Financial Support:

The quantum of funding under this scheme is:

• Rs. 10 lakhs per year for an organization
• Up to Rs. 30 lakhs in exceptional cases

2. Scheme of Financial Assistance for Promotion of Art and Culture

Components:

This comprehensive scheme includes several components that support the preservation and promotion of art and culture across India, including the Himalayan region.

Financial Assistance to Cultural Organizations with National Presence:

• Supports reputed cultural organizations with a national presence in disseminating and propagating art and culture.
• Funding: Up to Rs. 1 crore, which can be increased to Rs. 5 crore in exceptional cases.

Cultural Function & Production Grant (CFPG):

• Provides financial support for seminars, conferences, research, workshops, festivals, exhibitions, symposia, and production of dance, drama-theatre, and music.
• Funding: Up to Rs. 5 lakhs (Rs. 20 lakhs in exceptional cases).

3. Scheme for Scholarships and Fellowships for Promotion of Art and Culture

Components:

This scheme is designed to nurture and support young talent and outstanding individuals in the field of culture.

Scheme for the Award of Fellowship to Outstanding Persons in the Field of Culture:

• Awards up to 400 fellowships (200 Junior and 200 Senior) to outstanding individuals for cultural research.
• Funding: Rs. 10,000 per month for Junior fellows and Rs. 20,000 per month for Senior fellows.

Scheme for Scholarships to Young Artistes in Different Cultural Fields:

• Provides financial assistance to young artists of exceptional promise for advanced training within India in various cultural fields.
• Funding: Rs. 5,000 per month for two years.

4. Tagore National Fellowship for Cultural Research

Objective:

This scheme aims to invigorate and revitalize cultural institutions by encouraging scholars and academicians to undertake projects of mutual interest with these institutions.

Financial Support:

• Fellowships: Rs. 80,000 per month plus contingency allowance.
• Scholarships: Rs. 50,000 per month plus contingency allowance.

5. Guru Shishya Parampara Scheme

Objective:

The aim is to transmit valued traditions to the coming generations by training disciples under veteran artists in rare and vanishing art forms.
