VOL. 1 ISSUE 4 Journal of Legal Research and Juridical Sciences

The conflict between Russia and Ukraine has unleashed devastation beyond what meets the eye. Beyond the crumbling infrastructure and lost lives, it has violated human rights, leading to atrocities, rapes, and killings. Thousands of Indian students have been caught in the crossfire, unable to secure their futures amidst the chaos. The war has not only claimed the lives of Ukrainians and civilians but has also left a lasting impact on the global community, sparking international tensions and economic disruptions. At its core, the war has deprived students of their fundamental right to education, necessitating a closer examination of its implications and the urgency for action.

"Dying like trash, never-ending hatred, pain that never heals, this is war, this is what we must face."

The historical ties between Russia, Ukraine, and Belarus trace back to Kievan Rus, a medieval principality in the region. Ukraine's independence in 1991, following the dissolution of the Soviet Union, marked a pivotal moment. However, tensions with Russia persisted, culminating in the current conflict driven by geopolitical insecurities and power struggles.

HISTORICAL BACKGROUND

After the Soviet Union's collapse, Ukraine's path to independence was marred by Moscow's interference, leading to ongoing tensions with Russia. The buildup of Russian forces near Ukraine, ostensibly for military exercises, escalated tensions. The conflict intensified amid discussions between NATO and the EU, prompting Russia's demands for security guarantees and opposition to Ukraine's NATO aspirations. The Budapest Memorandum, which secured Ukraine's sovereignty in exchange for nuclear disarmament, failed to prevent the escalation.

TIMELINE

1991: Ukraine declares independence from Moscow.
2004: Orange Revolution protests lead to Viktor Yushchenko's presidency, pushing for closer ties with NATO and the EU.
2010: Viktor Yanukovich wins the presidency, shifting Ukraine's focus towards economic ties with Moscow.
2013: Yanukovich suspends ties with the EU, sparking widespread protests in Kyiv.
2014: Yanukovich is ousted after deadly protests, leading to the annexation of Crimea by Russia and further destabilization.

IMPACT OF UKRAINE-RUSSIA WAR ON THE WORLD ECONOMY

The conflict has had profound implications for the global economy, disrupting markets already reeling from the COVID-19 pandemic recovery efforts. Both Ukraine and Russia play significant roles as global producers, and their conflict has triggered price volatility, particularly in commodities like oil and natural gas. Inflation rates have surged, prompting warnings from the International Monetary Fund (IMF) about global economic slowdown. Sanctions imposed by major powers have further exacerbated economic hardships in Russia, impacting global supply chains and employment.

IMPACT OF THE CONFLICT ON THE INDIAN ECONOMY

India, with minimal direct trade dependencies on Ukraine and Russia, has nonetheless felt the repercussions through increased inflation and economic uncertainty. Higher crude oil prices have driven domestic inflation, affecting essential commodities like metals and fuel. The Reserve Bank of India (RBI) has responded with interest rate adjustments, potentially increasing the cost of loans for consumers. The conflict's indirect effects on global markets have underscored India's vulnerability to external shocks despite limited direct economic ties.

GOVERNMENT’S RESPONSE TO THE SITUATION OF INDIAN STUDENTS

The Indian government has faced scrutiny over its handling of Indian students returning from Ukraine amidst the conflict. Initially reluctant to accommodate their transfer to Indian universities, citing procedural fairness and academic integrity concerns, the government has faced legal challenges. The National Medical Commission (NMC) has been tasked with finding a resolution, initially restricting transfers but later allowing mobility within specified guidelines. Public interest litigations (PILs) have underscored the humanitarian urgency, demanding swift action to support students stranded by the conflict.

INDIAN STUDENT’S PERSPECTIVE

Indian students, facing uncertain futures and logistical challenges, have appealed for swift resolution and support. The delay in court proceedings and government decisions has heightened their anxiety, as academic deadlines loom and safety concerns persist. The lack of a comprehensive policy framework has left many students in limbo, with universities in Ukraine beginning classes online amid regulatory uncertainties. The ongoing legal battles and diplomatic negotiations continue to shape the fate of these students, highlighting the need for compassionate and decisive action.
