Standard Operating Procedure (SOP) for Veterinary Trade License Application – Municipal Corporation of Delhi (MCD)

The Veterinary Trade License (VTL) is a crucial requirement for operating meat shops, meat processing units, cattle dairies, and other related businesses within the jurisdiction of the Municipal Corporation of Delhi (MCD). This document outlines the Standard Operating Procedure (SOP) for applying for and managing VTLs, including the process for new applications, renewals, amendments, and the surrendering of licenses. The SOP also includes information on required documents, fees, and charges associated with different types of veterinary trade licenses.

1. About Veterinary Trade License (VTL):
The MCD's Veterinary Department handles various responsibilities, including issuing licenses for meat shops, meat processing units, cattle dairies, and the registration of platforms (Thadas) allotted by the Delhi Development Authority (DDA). The VTL SOP provides detailed guidelines on the application features, functional and non-functional requirements, and the necessary forms and validations required for obtaining a veterinary trade license.

1.1 Purpose:
The VTL online application aims to modernize the traditional licensing process, making it more accessible and user-friendly for citizens. Key objectives include:

  • Digitization of Processes: Transitioning from legacy systems to a modern web application that meets current functional and technical requirements.
  • Cashless, Paperless, and Faceless System: Enabling citizens to apply for, renew, and manage their licenses online without visiting MCD offices.
  • User-Friendly Interface: Offering an advanced graphical user interface (GUI) that simplifies the application process.
  • Citizen-Centric Design: Allowing citizens to apply for licenses and renewals from any internet-enabled location, ensuring a seamless and efficient experience.

1.2 Veterinary Trade License Types:
VTLs are issued for various trades, with each license valid for one year, up to March 31st of the financial year. The types of licenses include:

  • Cattle Dairy Farm
  • Meat Shop
  • Meat Processing Unit
  • Registration of Platform/Thada allotted by DDA

2. Standard Operating Procedure (SOP):

Step 1: Accessing the MCD Online Services Portal

  • Open your web browser and ensure an active internet connection.
  • Visit the MCD website at https://mcdonline.nic.in.
  • Navigate to the "Online Services" section and select "Veterinary License."
  • Click on "Citizen Login" to access the application portal.

Step 2: Registration and Login

  • For first-time users, click on "New User Click Here for Signup/Registration."
  • Complete the registration form with mandatory information and submit.
  • After successful registration, log in using your registered mobile number and validate using the OTP sent to your phone.

Step 3: Dashboard and License Management

  • Upon logging in, your dashboard will display all registered veterinary licenses with key details, such as application number, trade type, and status.
  • To manage legacy records, use the "Search legacy data" module by entering the license number or trade/shop name.
  • If a record is found and the license has expired, proceed with the renewal process. For new licenses, click on "Apply New Veterinary Trade License."

Step 4: Application Form Submission

  • Fill out the application form with details such as trade type, applicant information, trade details, and required documents.
  • Save the form as a draft if you need to complete it later.
  • Once completed, submit the form and pay the requisite fees using the online payment gateway.

Step 5: Scrutiny and Approval

  • After submission, the application will be reviewed by MCD officials.
  • Track the status of your application on the dashboard.
  • If there are deficiencies, respond to the "Submit Deficiency Details" request by providing the necessary information or documents.
  • Upon approval, download the final license from the "Action" button on the dashboard.

Step 6: License Renewal and Amendment

  • To renew your license, select the "Renewal" option from the "Action" button on the dashboard.
  • Fill in the required details, submit the form, and pay the renewal fee.
  • For amendments or surrendering licenses, follow the relevant procedures as outlined in the SOP.

3. Veterinary Trade License Fees and Charges:

3.1 Meat Shop/Platform Allotted by DDA:

  • New/Fresh License:
    • 1 Year: ₹7,000
    • 2 Years: ₹12,000
    • 3 Years: ₹18,000
  • Renewal:
    • Same as above.
  • Amendment:
    • ₹5,000 (one-time)
  • Surrender:
    • ₹500
  • Late Fee (Renewal):
    • ₹2,000 (Grace period until May 31st)

3.2 Meat Processing Unit:

  • New/Fresh License:
    • 1 Year: ₹50,000
    • 2 Years: ₹1,00,000
    • 3 Years: ₹1,50,000
  • Renewal:
    • Same as above.
  • Amendment:
    • ₹5,000 (one-time)
  • Surrender:
    • ₹500
  • Late Fee (Renewal):
    • ₹5,000 (Grace period until May 31st)

3.3 Cattle Dairy – Authorized/Rural Dairy:

  • New/Fresh License:
    • 1 Year: ₹1,000
    • 2 Years: ₹2,000
    • 3 Years: ₹3,000
  • Renewal:
    • Same as above.

4. Documents Required for Veterinary Trade License Application:

4.1 Meat Shop License:

  • Mandatory Documents:
    • Age and ID proof (Aadhar, Passport, etc.)
    • Medical fitness certificate
    • Legal occupancy proof (rent agreement, lease deed)
    • Blueprint and site plan
    • Water supply proof (water bill)
    • NOC from the property owner (if applicable)

4.2 Cattle Dairy License:

  • Mandatory Documents:
    • Certificate from SDM for rural area verification
    • Legal occupancy proof
    • Age and ID proof
    • Blueprint and site plan
    • Electricity and water supply proof

4.3 Meat Processing Unit License:

  • Mandatory Documents:
    • Valid factory license
    • Age and ID proof
    • Legal occupancy proof
    • Blueprint and site plan
    • Medical fitness certificate
    • Vehicle details for meat transportation

4.4 Platform/Thada Allotted by DDA License:
