Rashtriya Uchchatar Shiksha Abhiyan (RUSA) stands as a beacon of hope and progress in India's higher education landscape. Envisioned with guiding principles aimed at enhancing quality, promoting research, ensuring equity, and fostering autonomy, RUSA embodies the nation's commitment to achieving excellence in higher education.

Focus on Quality and Research: RUSA's primary objective is to elevate the quality standards of state higher education institutions, ensuring mass access to education without compromising on excellence. By mandating NAAC accreditation and encouraging research and innovation, RUSA aims to enhance academic quality and foster a culture of continuous improvement.

Norm-based and Outcome-dependent Funding: At the heart of RUSA lies a funding mechanism that is norm-based and outcome-dependent. Central funding is strategically allocated based on State Higher Education Plans (SHEPs), with future grants contingent upon past achievements and effective fund utilization.
