Thimphu, July 20, 2024 — In a significant diplomatic engagement, Secretary of External Affairs of India, Shri Krishnamurthy Mishra, concluded a successful two-day visit to Bhutan from July 19 to 20, 2024. Invited by Bhutanese Foreign Secretary Mr. Bema Bachhabeen, this visit marked Secretary Mishra's first official trip to the Himalayan kingdom.
Key Meetings and Discussions
During his visit, Secretary Mishra met with key Bhutanese leaders, including His Majesty King Jigme Khesar Namgyel Wangchuck, Prime Minister Lotay Tshering, and External Affairs Minister Mr. N. Dungbayal. The discussions centered around deepening the strategic partnership between India and Bhutan and enhancing bilateral cooperation.
Strengthening Strategic Partnerships
India and Bhutan reaffirmed their strong strategic partnership, built on mutual trust and respect. Secretary Mishra's discussions highlighted the robust collaboration in various sectors, including development projects, energy, trade, and technology. Both nations expressed a commitment to advancing their strategic ties through sustained cooperation.
Economic Cooperation and Development Assistance
A major highlight of the visit was the announcement of a significant economic assistance package from India to Bhutan. India pledged 100 million USD (10,000 million Bhutanese Ngultrum) to support Bhutan's socio-economic development, aligned with the country's 13th Five-Year Plan (FYP). The support will bolster various projects under this plan, including infrastructure, energy, education, and healthcare.
Project Tidd and Strategic Initiatives
One of the key areas of focus was the implementation of the first phase of Project Tidd (PTA), which falls under Bhutan's 13th FYP. The plan covers a broad range of sectors, including digital economy, industry, and sports. India’s assistance of 49.58 billion Bhutanese Ngultrum will play a crucial role in achieving Bhutan's development goals and aligning with the vision of the Bhutanese monarchy.
Economic and Strategic Partnership Framework
The visit also saw discussions on the Economic and Strategic Partnership (ESP) framework. Under this framework, India has provided substantial support, including 1.5 billion Bhutanese Ngultrum for various projects. The discussions emphasized the effective progress of these initiatives and both countries' ongoing commitment to furthering their strategic partnership.

The visit concluded with a focus on future engagements and cooperative projects. Both nations are set to continue their collaboration, exploring new opportunities to enhance their partnership.
