How to Utilize the Kendriya Police Kalyan Bhandar for Delhi Police Personnel

The Kendriya Police Kalyan Bhandar, formerly known as the Subsidiary Central Police Canteen, has been established to provide Delhi Police personnel and their families with consumer goods at reduced prices. This welfare-oriented initiative aims to offer high-quality products at prices lower than the market rates.

Objective

The primary goal of the Kendriya Police Kalyan Bhandar (KPKB) is to run a self-sustained store that provides good quality consumer goods to Delhi Police personnel at cheaper rates, thereby supporting their welfare.

Establishment of Kendriya Police Kalyan Bhandar

Central Management

An Empowered Committee oversees the central management of KPKBs. This committee includes:

  • President: Special CP/Welfare
  • Vice President: Joint CP/Addl CP-Welfare
  • Secretary: DCP/Welfare
  • Joint Secretary: ACP/Welfare
  • Member: Inspector/KPKB

Local Management

Each KPKB location has a local committee comprising:

  • President: DCP of the concerned district/unit
  • Vice President: ACP/HQ of the concerned district/unit
  • Secretary: ACP of the concerned district/unit
  • Audit Board: Audit team of PHQ under FA
  • Other personnel: Managers, inspectors, clerks, and sales staff

Procurement

Items are procured from the Master Bhandar under the Ministry of Home Affairs or approved dealers/suppliers by the Central Police Canteen Organization.

Store Management

KPKBs maintain a reasonable stock of items, categorized as:

  • Toiletries and cosmetics
  • Kitchen wares and plastic wares
  • Stationery items
  • Grocery, food, and beverages
  • Watches and time devices
  • Electrical and electronic devices
  • Consumer durables (TVs, refrigerators, washing machines)
  • Sports goods, hosiery, and luggage items
  • Cycles, motorcycles, and cars
  • Miscellaneous items (as decided by the committee)
  • Items made at Delhi Police Welfare Centers and Tihar Jail

Sale Process

  • Inventory Management: Managed through a networked Inventory Management System (IMS) with a web portal.
  • Transactions: All transactions are cash/digital with computer-generated bills. Items are sold on a first-come, first-served basis. Rationing may be imposed for high-demand items.
  • High-Value Items: For items like automobiles, advance payment may be required.
  • Usage: Items must be for personal consumption, not resale. Malpractices can lead to debarment.

Stock Taking

  • Monthly: Conducted in the last week of every month by the KPKB Manager under the supervision of the Vice President.
  • Half-Yearly: Physical verification by an officer of ACP rank not directly involved in KPKB accounts.

Pricing

  • No Profit, No Loss: Operates on this basis, with a 1% margin over the purchase price for administrative expenses.
  • Additional Charges: Reasonable charges may apply for carry bags or packing material.

Timing

KPKB operates in two shifts, 9:30 AM to 2:00 PM and 2:00 PM to 7:00 PM, seven days a week. Shift timings may be adjusted as needed.

Infrastructure/Logistics

KPKBs are equipped with:

  • CCTV cameras for surveillance
  • ACs and fridges for perishable items
  • Inverters for power backup
  • Computers, printers, scanners, and barcode readers for record-keeping
  • Shelves, baskets, and stationery for display and organization
  • Telephone and intercom systems for communication
  • Cash chests for secure money handling

Cash Management

  • Daily Transactions: Managed by the KPKB Manager and one HC. Cash exceeding Rs. 10,000 is deposited in the bank promptly.
  • Custody of Cash: All money is deposited in a bank account, with Rs. 10,000 kept as imprest money for daily expenses.

Supervision and Audit

  • Supervision: Regular visits by designated officers ensure proper functioning. Surprise visits and monthly inspections are conducted.
  • Audit: Annual audit by FA Branch/PHQ and quarterly audit by the district/unit accountant.

Maintenance of Records

Registers maintained include:

  • Stock register
  • Sale register
  • Ledger account
  • Cash book
  • Monthly statements of stock and sales

Safety and Security

Armed/unarmed guards are deployed for round-the-clock security. Daily briefings and security checks are conducted to ensure safety.

Suggestions and Complaints

A complaint-cum-suggestion book is maintained for feedback. Entries are reviewed by the President for necessary action.
