    • Two completed works of a similar nature, each with a value not less than 30% of the estimated tender amount within the last five years, or
    • One ongoing work of a similar nature with at least 80% completion, and the value not less than the desired amount. A satisfactory progress certificate from the Executive Engineer is required.

Step 2: Obtain a Digital Signature Certificate (DSC)

Bidders must have a valid Class 2 or Class 3 Digital Signature Certificate (DSC) from an authorized Certifying Authority (CA) such as NIC, nCode Solutions, or e-Mudhra. The DSC is necessary for accessing the e-tendering platform and digitally signing your documents.

Step 3: Download the Tender Documents

  1. Visit the e-procurement website at wbtenders.gov.in or the Urban Development and Municipal Affairs Department’s website at wburbanservices.gov.in.
  2. Log in using your DSC and download the tender documents, including the NIT, Form 2911(ii), Bill of Quantities (BoQ), and any Corrigendum or Addendum.

Step 4: Prepare Your Bid Documents

The bid documents must be prepared in two parts: Technical Proposal and Financial Proposal.

Technical Proposal should include:

  • Application for Tender (Form 1)
  • Declaration against common interest (Form 2)
  • Completed Tender Form No. 2911(ii)
  • Notice Inviting Tender (NIT) document
  • Credential certificates
  • Earnest Money Deposit (EMD) receipt

Non-Statutory Documents to include:

Step 6: Earnest Money Deposit (EMD) Submission

The EMD must be submitted online through the ICICI Bank payment gateway integrated with the State Government procurement portal. No physical submission of the EMD is required.

Step 7: Monitor the Tender Opening

  • The Technical Proposal will be opened first by the Tender Inviting Authority. If the statutory documents are in order, the Non-Statutory Documents will be examined.
  • The Financial Proposal will be opened only for those bidders who qualify in the Technical Proposal.

Step 8: Post-Bid Process

  • Performance Guarantee: The successful bidder must submit an additional performance security equal to 10% of the tendered amount if the bid value is 80% or less of the estimate.
  • Agreement Execution: After the tender acceptance, the bidder must execute a formal agreement with the Tender Accepting Authority within 7 working days of receiving the Letter of Acceptance.
