The Department of Mines & Geology in Bihar has mandated the installation of Vehicle Tracking Devices (VTDs) for all mineral-transporting vehicles. This initiative aims to monitor the movement of these vehicles in real-time, ensuring compliance with state regulations. Step-by-Step Guide to Configure Vehicle Location Tracking System (VLTS)

Procurement of VTD Devices

• Transporters must procure AIS-140 approved Vehicle Tracking Devices (VTDs) from any agency approved by the Transport Department of Bihar. The approved list of manufacturers is available on the Transport Department's website.

Installation of VTD Devices

• Ensure that the VTD device is installed in the mineral transporting vehicles by an authorized dealer. The device must be configured according to the specifications provided by the Ministry of Road Transport and Highways (MoRTH). A list of approved manufacturers and their contact details is provided below.

Configuration of VLT Device

• The device must be configured with the following settings:
  • IP Address: vlts.bihar.gov.in
  • Port: 9999
  • Firmware Update: Ensure the firmware is updated as per AIS-140 protocols.

Registration and Activation

• After installation, vehicle owners must register and activate the Vehicle Location Tracking Device (VLTD) through the VLTS portal. This can be done by visiting VLTS Bihar Portal.

Verification and Compliance

• Vehicle owners should ensure that the VTD is compliant with AIS-140 standards. The device must have a valid eSIM and support features like real-time tracking, route deviation alerts, and data transmission during communication network unavailability.

Data Configuration

• Set the required parameters for the device:
  • GNSS Positioning: The device should use Global Navigation Satellite System (GNSS) for accurate positioning.
  • Data Transmission Frequency: The device should send data every 30 seconds to 2 minutes when the engine is on, and every 2 to 10 minutes when the engine is off.
  • Backup Battery: The device should have an internal backup battery that supports 4 hours of normal operation.

System Features

• The VLTS allows for real-time tracking, route deviation alerts, and historical tracking of vehicles. The system is designed to logically end the trip when the vehicle reaches its destination.
