Filing property tax returns in Delhi is a mandatory process for all property owners within the jurisdiction of the Municipal Corporation of Delhi (MCD). The unified MCD portal offers a streamlined and user-friendly system for filing these returns online. This comprehensive guide will walk you through the process, from registering on the MCD portal to paying your property tax and generating payment slips.
The purpose of filing property tax returns is to ensure that property owners contribute their fair share to the maintenance and development of municipal infrastructure. The funds collected from property taxes are used to improve public amenities, such as roads, sanitation, and other civic services.
In Delhi, all properties, whether residential, commercial, or institutional, are subject to property tax. After the unification of the three erstwhile municipal corporations—South Delhi Municipal Corporation (SDMC), North Delhi Municipal Corporation (NDMC), and East Delhi Municipal Corporation (EDMC)—property tax filing has been centralized under the unified MCD.
The delimitation process, which merged various wards, zones, and colonies, has affected property tax filings. Property owners need to be aware of the changes in ward or zone designations that may impact their tax liabilities. Details of the merged zones, wards, or colonies are available in Annexure_2 of the MCD portal.
Filing your property tax return on the MCD portal involves the following steps:
Let's explore each step in detail:
For new users:
After logging in, you will be redirected to the ‘Dashboard’ screen where multiple related functionalities to Property Tax Returns may be accessed, including e-change of name, searching property, registering new property, and UPIC-related services.
Depending on whether your property is registered or not, follow these steps:
Search Property on UPIC: Use the 'Search Property' option to search for your property using the UPIC/Property ID, receipt number, or other relevant details. If your property is found, you can directly pay the property tax.
Apply for New UPIC: If your property is not found, use the ‘Apply for New UPIC’ option. Fill in the property details, attach required documents (PAN card, ID proof, property documents, etc.), and submit the application.
Search Property on UPIC: If you have a UPIC, search for your registered property using the UPIC or other relevant details. If the property is found, you can proceed with paying the property tax.
Request for UPIC Release/Transfer: If you need to release or transfer a UPIC, submit a request with the necessary documents. Once approved, you can proceed with the property tax payment.
After successfully searching or registering your property, you will be able to view the property details on your dashboard. You can edit or update these details as necessary before proceeding to the next step.
In the 'Owner Details' section, you can enter or update the ownership details. This includes adding information for joint ownership, modifying owner details, and ensuring that all necessary fields are filled out correctly.
If the payment transaction fails but the amount is deducted from your account, use the 'Verify Payment Status' option to update the transaction status and download the payment slip.
Once the payment is successful, you can generate and download the payment slip from the 'Payment Passbook' option under the 'ACTION' button on your dashboard.
For taxpayers affected by the delimitation process, the updated list of colony/ward/zones can be found on the MCD portal. Ensure that you are aware of your current zone or ward before proceeding with the property tax filing.
Taxpayers may be eligible for various rebates and exemptions based on specific criteria such as being a senior citizen, physically challenged, or a recipient of gallantry awards. Refer to Annexure_1 on the MCD portal for detailed information.
