How to Apply for the Tender for Engagement of Yoga Guides/Instructors on Outsource Basis

The Director of AYUSH Vibhag, Himachal Pradesh, has invited tenders from approved service providers in Himachal Pradesh for engaging 468 eligible candidates (234 male and 234 female) as Yoga Guides/Instructors on an outsource basis. This initiative is under the Centrally Sponsored Scheme "National AYUSH Mission" (NAM) and aims to deploy these instructors on a part-time, hourly basis in 234 AYUSH Health & Wellness Centres across the state. Here’s a step-by-step guide on how to apply for this tender:

1. Obtain the Tender Document

• Visit the Office: You can obtain the tender document from the Directorate AYUSH Vibhag, Block No. 26, SDA Complex, Kasumpti, Shimla-9, on any working day between 10:00 AM to 5:00 PM from 01.03.2022 to 17.03.2022 by paying Rs. 1000.
• Download Online: Alternatively, the tender document can be downloaded from the departmental website: http://ayurveda.hp.gov.in and will be accepted with a cost of Rs. 1000/-.

2. Prepare Your Bid

Technical Bid

• Earnest Money Deposit (EMD): Rs. 25,000/- in the shape of a demand draft or F.D.R fully pledged in the name of Director, AYUSH Vibhag, H.P.
• Company Profile: Details about your firm including name, address, contact information, registration number, and type of agency.
• Proof of Registration: Attested copies of registration documents with relevant authorities.
• Statutory Documents: Attested copies of EPF, ESI, GST registration certificates, PAN, and TAN.
• Financial Proofs: Income Tax returns for the last three years and a certificate of turnover by a CA.
• Experience Certificates: Details of experience in providing manpower services to government or reputed private organizations.
• Self-declaration: A declaration on the firm's letterhead stating that the firm is not blacklisted.

Financial Bid

• Service Charges: Quote the service charges in percentage (rounded up to 2 decimal places) for providing manpower services. This should be provided in both words and figures.

3. Submit the Tender

• Two Sealed Covers:
  • The first cover should be super-scribed “Technical Bid” and contain all the required documents.
  • The second cover should be super-scribed “Financial Bid” and contain the financial bid in the format provided.
• Address the Bids: The sealed covers should be addressed to the O/o Directorate, AYUSH Vibhag, Block No. 26, SDA Complex, Kasumpti, Shimla-171009.
• Submission Deadline: Ensure your bids are submitted by 17.03.2022, up to 5:00 PM via registered post.

4. Bid Evaluation

• Technical Bid Opening: The technical bids will be opened by the Tender Committee at 3:00 PM on 21.03.2022. Participating bidders can be present during the opening.
• Financial Bid Opening: Financial bids of technically qualified bidders will be opened subsequently and intimated separately.

5. Contract Award

• Lowest Bidder (L1): The contract will be awarded to the L1 bidder. If L1 fails to comply, L2 may be considered.
• Performance Security: The successful bidder will need to deposit a performance security of Rs. 5.00 Lakh before the work is awarded. This will be refunded after six months of completion of the assignment.

6. Important Terms and Conditions

• Payment: The service provider must ensure that the remuneration of employees is credited to their bank accounts by the 7th of the following month.
• Liabilities: The AYUSH Vibhag is not responsible for any liabilities, including EPF, ESI, or medical issues related to the outsourced employees.
• Contract Duration: The service contract will initially be for one year, subject to performance-based extensions.
