Step 1: Obtain the Self-Declaration Form

You can download the self-declaration form from the official website of the Department of Housing and Urban Development, Punjab, or collect it from a nearby Sewa Kendra.

Step 2: Fill in Personal Details

  1. Name: Enter your full name.
  2. Address: Provide your complete address.
  3. Signature: Sign the form.
  4. Date: Mention the date of filling out the form.

Step 3: Guidelines for Compliance

Read and understand the following guidelines carefully. You need to comply with these to obtain and maintain the temporary license:

Age Requirement: Salespersons must be at least 18 years old. The temporary license holder must submit details of all salespersons and other individuals involved in the sale of crackers along with the application form.

Clothing: All salespersons and individuals involved in the sale of crackers must wear cotton clothes during the sale period.

Storage Requirements: Fireworks must be stored in a shed made of non-flammable material. Prevent unauthorized access to the shed.

Shed Placement: Neighboring sheds should not face each other and must be at least 3 meters apart and 50 meters from the nearest protected works.

Lighting Restrictions: No oil-burning lamps, gas lamps, or naked lights are allowed inside the shed or within the safety distance. Electrical lights must be fixed to the wall or ceiling, not suspended by flexible wire. All switches should be fixed near the shed ceiling, and a master switch should be provided for each row of sheds.

Fireworks Display: Display of fireworks is not allowed within 50 meters of any sheds.

Prohibited Items: The use of cigarettes, lighters, Aggarbatties/Dhoop, and matches in designated areas is prohibited.

Testing Restrictions: No crackers shall be tested or blasted near the designated area.

Chemical Restrictions: No licensee shall store, display, or sell firecrackers containing barium salts or compounds of antimony, lithium, mercury, arsenic, lead, or strontium chromate.

Noise Limits: No licensee shall store, display, or sell firecrackers exceeding the permitted decibel levels as provided under relevant notifications and rules.

Green Crackers: Licensees shall manufacture and sell green crackers which produce reduced emissions. However, crackers already manufactured will be allowed for sale.

Reporting Incidents: Report any fire/explosion accidents, loss, shortage, or theft of crackers immediately to the nearest police station and the licensing authority.

Authorized Purchases: Only purchase authorized fireworks listed under authorized explosives from a licensed factory/company.

Record Keeping: Maintain records and accounts of all crackers in stock and sold as directed by the licensing authority. Display stock books and records to authorized officers upon request.
