Guidelines for Registration of Vehicles in Delhi: What You Need to Know

The Transport Department of the National Capital Territory of Delhi has issued comprehensive guidelines for vehicle registration and related transactions. These guidelines, effective immediately, streamline the registration process and ensure compliance with the Motor Vehicles Act, 1988. Here’s a breakdown of what you need to know:

Admissible Evidence for Address Verification

  • Acceptable documents include Electoral Roll/Voter ID, Life Insurance Policy, Passport, and more (see full list in guidelines).
  • Affidavits for address proof are no longer required if the prescribed documents are provided.

Documents Required for Various Transactions

Registration of New Vehicle:

  • Form-20, Form-21 (Sale Certificate), Form-22 (Road worthiness certificate), Form-34 (in case of hypothecation), and others as listed.
  • Mandatory road tax, insurance policy, and prescribed fees apply.

Change of Address:

  • Form no. 33, original Registration Certificate, updated insurance policy, and new address proof.

Re-registration of Private Vehicles:

  • Required every 15 years and subsequently every 5 years, including insurance, pollution certificate, and prescribed fees.

Endorsement of CNG/LPG:

  • Detailed requirements include forms, original invoices, and certifications from retrofitting agencies.

Duplicate Registration Certificate:

  • Form 26, FIR/NCR copy (if lost), original RC (if mutilated), insurance proof, and fees are mandatory.

Transfer of Ownership:

  • Forms 29 and 30, original RC, insurance proof, address proof of the new owner, and applicable fees.

Hypothecation Endorsement and Deletion:

  • Form 34 (endorsement) and Form 35 (deletion), original RC, insurance proof, and prescribed fees.

Registration of Vehicles Transferred from Other States:

  • Detailed documentation including NOC from previous state, vehicle registration, insurance, pollution certificate, and others as listed.

Additional Information

  • Attestation of photocopies by designated authorities is required for certain documents.
  • Responsibility lies with the Counter Clerk and Registering Authority to ensure completeness of applications.
  • No routine affidavits are required unless specifically mandated by law or official instructions.
