Eligibility Criteria
To apply for the DDA Madhyam Vargiya Housing Scheme 2024, the applicant must meet the following eligibility criteria:
Citizenship: Must be a citizen of India.
Age: Must have attained the age of majority (18 years) by the last date of application submission.
Property Ownership: There is no restriction on owning land or property in Delhi.
Income Criteria for EWS Flats: The combined family income should not exceed ₹10 lakh per annum.
How to Apply
Applicants interested in the DDA Madhyam Vargiya Housing Scheme 2024 must follow these steps to apply:
Use your PAN and other required details to create login credentials on the DDA portal.
Register for the Scheme:
Log in with the credentials created and register for the DDA Madhyam Vargiya Housing Scheme 2024 (FCFS) by paying a non-refundable registration fee of ₹2,500 (including GST).
Registration opens from August 22, 2024. Applicants who have already registered under FCFS Phase IV or the Diwali Special Housing Scheme 2023 (FCFS) need not register again.

Flat Booking:
The booking of flats will commence on September 10, 2024, on a First Come First Serve (FCFS) basis.
Once a flat is selected online, the applicant will have a 15-minute window to deposit the booking amount using online payment methods such as Internet Banking, Debit/Credit Card.
During this 15-minute period, the selected flat will be temporarily reserved for the applicant, ensuring no other person can book it simultaneously.
Applicants are advised to ensure they have sufficient funds in their bank account and that their transaction limits are set appropriately for online payments.
Booking Amount:
The booking amount, which is non-refundable, varies depending on the category of the flat:
EWS Category: ₹50,000
MIG Category: ₹4,00,000
HIG Category: ₹10,00,000
This amount will be adjusted against the total price of the flat in case of a successful booking. However, it will be forfeited in case of surrender, cancellation, or non-payment of the remaining amount as per the demand schedule.
Payment of the Flat Price:
The full price of the flat must be paid within 60 days from the date of the demand-cum-allotment letter.
Persons with Disabilities (Divyangjan) have the option to pay either in full (cash down) or in installments over up to 15 years, with a simple interest rate of 10% per annum on the reducing balance.
Documents to be Submitted After Allotment & Before Possession
Once a flat has been allotted under the DDA Madhyam Vargiya Housing Scheme 2024, the successful applicant must submit the following documents online before taking possession of the flat:
Affidavit:
A duly attested affidavit certifying the applicant's citizenship, age of majority, etc., as per Annexure 'B' provided in the scheme brochure.
The affidavit must be submitted by both the allottee and any co-allottee, if applicable.
Undertaking:
A duly attested undertaking declaring that no additions or alterations will be made to the dwelling unit, except as permitted under the principles of amalgamation of two adjacent flats, as per Annexure 'C' provided in the scheme brochure.

A copy of the bank statement mentioning the name and account number from which the margin money (apart from the loan) has been deposited to DDA, if applicable.
Income Certificate:
For EWS category applicants, an income certificate of the family must be submitted.
Documents for Persons with Disabilities (PwD):
Applicants under the reserved PwD (Persons with Disabilities) category must submit an attested copy of the original certificate issued by the Medical Board or a Government Hospital.
A self-attested copy of the guardianship certificate issued by the competent authority, wherever applicable.
TDS Certificate:
If applicable, a copy of the TDS certificate must be submitted.
Additional Documents:
Any other documents mentioned in the Online Portal for Possession, along with supporting documents, if required.
Disposal Price of the Flats
The tentative disposal price of the flats under the DDA Madhyam Vargiya Housing Scheme 2024 is detailed in Annexure "A" of the scheme brochure. The price is calculated based on the plinth area of the flats, including common areas. The disposal price also includes maintenance charges as detailed below:
Price Variation: The price may vary within a category due to differences in plinth area, including common areas of the flats.
FY 2024-25 Pricing: The flats will be disposed of at the price applicable for the financial year 2024-25, even if the financial year changes while issuing the demand-cum-allotment letter.
Exclusions: The disposal price does not include the conversion charges for freehold property (as applicable) and water connectivity charges of ₹2,000. Note that there are no conversion charges for EWS flats.
Method of Payment of Demanded Amount
The payment process for the DDA Madhyam Vargiya Housing Scheme 2024 is as follows:
Booking Amount/Application Processing Fee:
This fee can be paid from any bank account through NEFT/RTGS/Net Banking by generating an online challan.
Any transaction charges related to this payment must be borne by the allottee.
Important: Do not use the same generated NEFT challan for multiple payments.
Payment of the Flat Price:
The allotment of flats shall generally be made on a cash down basis.
Exception: Applicants belonging to the PwD [Persons with Disability (Divyangjan)] category have the option to pay either on a Cash Down basis or in Equated Monthly Installments (EMIs).
Interest Rate: The interest rate for EMIs is set at a simple interest rate of 10% per annum on a monthly reducing balance.
Additional Details:
The full price of the flat must be deposited within 60 days from the date of issue of the demand-cum-allotment letter.
A further extension of 30 days is allowed with a simple interest charge of 10% per annum on the outstanding amount.
Penalties for Delay:
If the payment is delayed by up to 2 days beyond 90 days, it will be automatically condoned with a 10% interest rate applied.
A further delay of up to 90 days may be allowed with the approval of the Competent Authority, with a penal interest rate of 14% per annum on the remaining amount, provided at least 25% of the disposal price has been paid.
Forfeiture of Booking Amount:
If the demanded amount is not paid within the stipulated time, the allotment of the flat will be automatically canceled, and the entire booking amount will be forfeited.
No Surrender After Full Payment:
Under no circumstances will a request for surrender be entertained after receiving the full payment as per the demand schedule.
Mortgage/Availing Loan
The allottee can avail of a housing loan by mortgaging the flat to specific institutions without prior approval from the DDA, subject to the condition that the first lien will be in favor of the DDA to recover all outstanding dues, including the disposal/demanded price. However, the allottee must inform the concerned Housing Branch at DDA, Vikas Sadan, New Delhi, about the institution to which the flat has been mortgaged.
Application for Home Loan Intimation:
The applicant should apply for home loan intimation through the DDA's online portal at eservices.dda.org.in.
The application should preferably be submitted within 30 days from the date of issuance of the demand-cum-allotment letter.
DDA is not responsible for any delays in loan processing by the bank. The applicant must ensure timely payments to avoid penalties.
Institutions Eligible for Mortgage:
Government of India, State Governments, Union Territory Administrations.
Public Sector Undertakings/Autonomous Bodies.
Nationalized Banks.
Life Insurance Corporation of India, General Insurance Corporation of India.
Housing Development Finance Corporation.
Cooperative Banks.
MCD, NDMC.
Joint sector companies, regardless of the percentage of shareholding.
University of Delhi.
All organizations, private or public, approved by the Government of India or State Government as Housing Finance Companies recognized by RBI.
Leading Financial Institutions/Banks controlled by RBI or the Government of India, with a strong market reputation and a capital base of ₹5 crores or more.
Misuse, Additions, and Alterations
Residential Use Only:
The flat must be used solely for residential purposes and cannot be utilized for any other purpose.
Amalgamation of Adjacent Flats:
If an allottee or their family members purchase two adjacent flats under the DDA Madhyam Vargiya Housing Scheme 2024, they have the option to amalgamate these flats by opening a common door through the wall between them, subject to structural feasibility and necessary approvals from DDA.
Responsibility for Maintenance of Common Portions and Services
Membership in Registered Agency/Association:
Every allottee is required to become a member of the Registered Agency/Association of Apartment Owners, which is responsible for maintaining common portions and services within the housing pocket. This is mandated by the DDA (Management & Disposal of Housing Estate) Regulations, 1968.
Only one Resident Welfare Association (RWA) will be registered for each pocket, considered as one Housing Estate.
Maintenance Charges:
Maintenance charges are included in the disposal price of the flats and were initially detailed in the brochure of the relevant scheme.
Internal Maintenance:
After taking possession, the individual flat owners are responsible for all internal maintenance of their flats.
Common Area Maintenance:
The RWA is responsible for day-to-day maintenance tasks, such as maintaining green areas, cleanliness, replacing light fittings in common areas, operating and maintaining lifts, and paying electricity bills for common areas.
Urban Body Maintenance:
Maintenance of common areas that are shared by several housing pockets or colonies will be handed over to the urban body after DDA marks the area for maintenance. Until then, DDA is responsible for this maintenance.
Facilities Common to Multiple RWAs:
Facilities like community centers and gyms, which are common to more than one RWA, will be maintained by the DDA.
Misrepresentation or Suppression of Facts
If it is discovered that an applicant has misrepresented facts or provided false information at any stage of the application process, the following consequences will apply:
Ineligibility:
If an applicant is found to be ineligible according to the conditions laid down in the eligibility criteria or has falsely claimed any benefits under a specific category, the application or allotment will be immediately canceled.
False Information:
If the applicant has provided false affidavits, incorrect information, or has quoted an incorrect PAN number, the allotment will be canceled summarily without any show-cause notice.
Forfeiture of Amounts Paid:
In case of misrepresentation, the entire amount paid by the allottee, including the booking amount, will be forfeited.
Legal Action:
DDA reserves the right to take further action, including lodging a police complaint or FIR for misrepresentation to a government authority.
Possession of Flats
Once all formalities are completed and dues are paid, the allottee can take possession of the flat. The steps for taking possession are as follows:
Entitlement to Possession:
The allottee is entitled to take possession of the flat only after completing all requisite formalities, paying all dues, and furnishing the necessary documents as mentioned in the scheme brochure or the demand-cum-allotment letter.
Issuance of Possession Letter:
The possession letter will be issued in online mode, and the allottee must upload self-attested copies of the required documents.
Physical Possession:
The allottee must take physical possession of the flat within 3 months from the date of issue of the possession letter.
Watch and Ward Charges:
If the allottee does not take possession within 3 months, they will be liable to pay watch and ward charges at the prescribed rates beyond this period.
"As Is Where Is" Basis:
The flats are offered on an "as is where is" basis. DDA will not entertain any requests for additions, alterations, or complaints regarding the property's circumstances, including design, workmanship, or material quality.
Delay in Submitting Documents:
If the allottee has paid the full price but has not submitted the necessary documents within 3 months, they will be charged watch and ward fees for the delay period. Possession should be taken as early as possible to avoid these charges.
Conveyance Deed
The conveyance deed is a critical document that legally transfers ownership of the flat to the allottee. The process is as follows:
Issuance of Conveyance Deed:
The conveyance deed (Free Hold Deed) papers will be issued online after the allottee requests them, following the physical possession of the flat.
Reservation of Date:
The allottee may reserve a date for the execution of the conveyance deed online. E-stamping and registration expenses are borne by the allottee.
Transfer Restrictions:
The allottee is not permitted to transfer or part with the possession of the flat before the execution of the conveyance deed. Any sale or transfer made before this will not be recognized by DDA and will result in the cancellation of the flat's allotment.
Execution of Deed:
The conveyance deed, in the prescribed format, will be executed in favor of the original allottee after the physical possession of the flat. This deed must be registered with the Sub-Registrar as per the law.
In Case of Allottee's Death:
If the original allottee dies before the execution of the conveyance deed, the deed will be executed in favor of the legal heir(s) as per DDA's policy on mutation.
EWS Category Restrictions:
For allottees under the EWS category, the flat cannot be sold, transferred, or otherwise parted with for a period of 5 years from the date of taking physical possession.
Status of the Allottee
Freehold Basis:
All allotments under the DDA Madhyam Vargiya Housing Scheme 2024 will be made on a freehold basis. However, the title to the flat will only be transferred when the conveyance deed is executed in favor of the allottee and registered with the Sub-Registrar, GNCTD (Government of National Capital Territory of Delhi).
Persons with Disabilities (Divyangjan):
For allottees belonging to the PwD category, the conveyance deed will be executed after the realization of the entire price of the flat, including interest and any other dues, in case they choose the hire-purchase option.
Inspection of Flat
Before applying under the scheme, applicants are strongly advised to inspect the flats to ensure they are satisfied with the location, size, and price. The following provisions are made for inspection:
Site Visit:
Applicants are encouraged to visit the site and inspect the flats available under the scheme.
Sample Flats:
Sample flats are available for inspection at various locations. These sample flats can be visited on all seven days of the week from 10:00 AM to 06:00 PM during the period the scheme is open.
On-site Assistance:

A dedicated call center will be operational at Vikas Sadan from the date of the scheme's launch to resolve any issues or queries from the general public.
Preferential Allotment
Special provisions are available for applicants belonging to the Persons with Disabilities (Divyangjan) category:
Payment Options:
Such allottees have two payment options:
Hire-Purchase Basis: Initial payment of 25% of the total price, with the remaining amount payable in monthly installments over up to 15 years at a simple interest rate of 10% per annum on the reducing balance.
Cash Down Basis: Full payment upfront.
Rebate:
A 5% rebate on the price, subject to a maximum of ₹1 lakh, will be given to allottees under the Persons with Disabilities (Divyangjan) quota.
Conveyance Deed Clause:
The conveyance deed for flats allotted under the Persons with Disabilities quota will include a specific clause stating that the allottee cannot transfer or part with possession of the flat for 15 years or until full payment (including interest and other dues) is made, whichever is earlier.
Automatic Cancellation:
If the flat is transferred or possession is parted with before the stipulated time, the flat's allotment will be automatically canceled, and DDA will reclaim possession.
Legal Heirs:
In the event of the allottee's death before the expiry of the 15-year period, the legal heirs will be bound by the stated conditions but are entitled to occupy the flat.
Eligibility for Concessions:
The concessions are available only to those who apply under the Persons with Disabilities category. If a flat is allotted under the general category, these benefits will not apply, and no requests for such benefits will be entertained.
Other General Conditions

Right to Alter Terms and Conditions:
The DDA reserves the right to alter any terms and conditions or clauses of the scheme brochure at its discretion whenever necessary.
Variation in Number of Flats:
DDA reserves the right to increase or decrease the number of flats offered under the scheme. It also reserves the right to withdraw some or all flats depending on the prevailing circumstances.
Governing Regulations:
All allotments under this scheme will be subject to the terms and conditions contained in the scheme brochure, the demand-cum-allotment letter, and the DDA (Management & Disposal of Housing Estate) Regulations, 1968.
Liability for Taxes and Charges:
As per the provisions contained in Regulation No. 17 of the DDA (Management & Disposal of Housing Estate) Regulations, 1986, all rates, fees, taxes, charges, assessments of municipal taxes, and other levies of whatsoever nature shall be borne by the allottee or the Registered Agency/Association of Apartment Owners. These must be paid within the periods specified.
Jurisdiction of Courts:
Any disputes arising from the allotment or related matters will be subject to the jurisdiction of courts or consumer courts in Delhi/New Delhi only.

Eligibility Check:
It is not possible to verify the eligibility of applicants at the time of application acceptance. False Information:
The demand-cum-allotment letter will be issued based on the information and documents furnished by the applicant in the application form. If it is found at any stage that the information provided is incorrect, false, or untrue, the allotment shall be automatically canceled without notice, and the entire amount, including the booking amount, will be forfeited.
