This guide explains how to apply for a Survey Observation Report (SOR) from the Chief Valuer & Surveyor's Department (CV&SD) of the Kolkata Municipal Corporation (KMC) to determine the width, character, and alignment of access for a specific property.
What is a Survey Observation Report (SOR)?
An SOR is a document issued by the KMC's CV&SD that verifies the width, character (e.g., pucca road, pathway), and alignment (straight, curved) of the primary access point to a property. This report is crucial for obtaining building permits and ensuring compliance with KMC building regulations.
Who can Apply?
The application for an SOR can be submitted by the property owner or their authorized representative, typically a Licensed Building Surveyor (LBS) or an empaneled architect.
Required Documents:
- Completed Application Form: Download the application form from the KMC website or obtain it from the CV&SD office. The form typically requires details like owner information, property address, plot details (Khatian No., Dag No., etc.), and area of land.
- Power of Attorney: If the application is submitted by an LBS/architect, a power of attorney authorizing them to act on behalf of the owner is required.
- Building Drawings: Submit three copies of the following drawings, all prepared according to KMC Building Rules 1990:
- Site Plan (1:600 scale)
- Key/Location Plan (1:4000 scale)
- Existing Ground Floor Plan with Line Diagram (1:100 scale)
- Proposed Ground Floor Plan (1:100 scale)
- Property Tax Receipts: Up-to-date property tax receipts or a copy of the assessment book, mutation certificate, or mutation approval slip (duly signed by the LBS/architect).
- Deed of Conveyance: A copy of the deed of conveyance with a site plan (or a registered boundary declaration if a site plan is unavailable), including details of the abutting road width.
- LBS/Architect Certificate: A signed certificate from the LBS/architect confirming that the drawings are accurate and prepared based on a thorough site inspection and verification of legal documents. The certificate also acknowledges potential consequences for misrepresentation of facts.
Application Process:
- Gather Required Documents: Ensure you have all the necessary documents mentioned above.
- Complete the Application Form: Fill out the application form accurately and completely.
- Submit the Application: Submit the completed application form and all supporting documents to the Assistant Engineer (Civil) at the CV&SD office located at 5, S. N. Banerjee Road, Kolkata – 700013.
