His educational qualification is B.Sc, LL.B from Bidhan Chandra College, Burdwan University and University College of Law, Calcutta University, West Bengal. His religion belongs to Sikhism and nationality, Indian. He married Monica Ahluwalia on 02 Feb 1972 and was blessed with 3 sons and 2 daughters. In 1995 he was elected Union Minister of State in the Ministry of Urban Affairs and Employment (Department of Urban Employment and Poverty Alleviation) and Parliamentary Affairs. He has been elected to many posts like Convenor, Sub-Committee on Civil Defence & Rehabilitation of J & K Migrants of the Standing Committee on Home Affairs, Deputy Leader, BJP (2009-2012), Member of National Monitoring Committee for Minorities Education, Member of Joint Committee on Salaries and Allowances of Members of Parliament 2004 -2007, Member of Public Accounts Committee (2014-2016), Member of Joint Parliamentary Committee to Examine Matters Relating to Allocation and Pricing of Telecom Licences and 2G Spectrum in 2011. He has been elected to the 16th Lok Sabha and 17th Lok Sabha (2nd term). He is a member of the Joint Committee on the Personal Data Protection Bill and a Member of the Consultative Committee, Ministry of Electronics and Information & Technology, Ministry of Communications since 2019.
