Farmers are, on one hand, serving as the backbone of our country by cultivating crops and feeding the whole nation, but on the other are facing difficulties in satisfying the needs of their own family. Suicides because of debt and other financial problems, have always signalled towards their trouble and government has also, having realized this, decided to act upon it. From time to time, the government has offered aid to peasants and now a new initiative of giving them a pension, so they can spend life after retirement with dignity, is being undertaken.

Haryana government has taken this step to empower the elderly farmers and other weaker sections of society.  A committee has been established by CM Manohar Lal Khattar to develop a wireframe of successful implementation of this scheme. Till now it is estimated that farmers above the age of 58 will be the beneficiary in this scheme. However, things are still being worked out. In the meetings previously held, the following things have been finalized:

Eligibility

Small and Marginal Farmers having fields of an area less than 4 acres or people working as labourers in farms can apply for this scheme.

Registration Process

Just like most of the government schemes, this scheme also requires online registration. Haryana government has not yet made it clear that which website will serve as the official portal for the registration but the procedure for it will remain similar to other registration processes i.e. the candidate will need to choose a username and password when creating an online account on the website. Following this, they will have to log in and open the form. The form will need to be filled online and the supporting documents will be uploaded online as well. After clicking on the Submit button, the individual will be registered for the scheme. The pension will be transferred to your bank account only after the validation is done.

Points to consider

Haryana Kisan Pension Yojana has been announced in 2019 and may take some time for picking up the pace. You need to maintain a close eye to know when the registration process begins. On average, the state of Haryana is home to 16.5 lac farmers and 26 lac labourers who work in farms. The scheme is only for those farmers who can not work any longer owing to old age.

The amount of pension is going to be around 5 thousand rupees a year. Some economic clauses will be definitely put in order to identify the deserving candidates.

Haryana is a fast-growing economy and it is on the list of honourable CM to allow the rural areas the same opportunity of growth.

Waiving of the debts by government gives a sigh of relief to the poor farmers. The condition of poor farmers has always been a matter of concern, even if it is the farmer of the youngest state of India i.e. Telangana. The government of the state recently announced a crop loan waiver of amount upto 1 lac if the loan was taken before December 11, 2018.

Telangana Rashtra Samithi (TRS) took this step right before the elections and it is estimated that this will secure their position in power. This initiative has been taken on a vote-on-account basis just like BJP’s declaration of interim budget on February 1, a couple of months before general elections of 2019.

CM of the state Mr. K. Chandrasekhar Rao declared that a total sum of Six thousand crores will be invested in this scheme. However, the final and full budget will be declared only after the center announces theirs. Speculations are being made about this scheme as Rythu Bandhu (friend of farmer) was already implemented and a budget of Rs 20,107 crore was set for agriculture. The scheme offers assistance to farmers before every cropping season and the amount is also revised to meet the needs of farmers. Another scheme of providing insurance to farmers having the name Rythu Beema also infused Rs 650 crores in Telangana economy. Other schemes for pensioners and unemployed people were also launched, hence the need of vote-on-account launch of Crop Loan Waiver scheme is being questioned.

Benefits Offered in Telangana Crop Loan Waiver Scheme

  1. This Crop Loan Waiver Scheme will offer financial support of Rs 10, 000 per acre.
  2. PM’s Kisan Samman Nidhi is an additional support for these farmers.

How to Apply for Telangana Crop Loan Waiver Scheme

Although the fresh proposal for loan waiver scheme will be implemented after the elections, it will probably remain like the previous loan waiver held in 2018. The farmers who are under debt will have to register for the crop loan waiver scheme by visiting the commercial bank they took the loan from. After registration, they will have to present certain documents for verification on a certain date.

  • Self-attested declaration
  • Photocopies of Aadhaar and ration cards
  • Information related to the land on mortgage(s)

Special Cases

If the farmer under debt is no more, the family members may request loan waiver by visiting the branch of bank, getting registered and presenting the requested documents. Apparently, the Helpline number – 1077 will also be available for help along with the assistance of Village Panchayats.

On February 26, 2019, the government of Haryana announced a new scheme for the farmers and labourers or people working in unorganized sectors. This scheme is named as Mukhyamantari Parivar Samman Nidhi Yojna. The finance minister of the state announced the budget for 2019-20 and along with it declared this scheme which aims at offering financial security to families of such people who work hard to earn a livelihood.

Eligibility for Mukhyamantri Parivar Samman Nidhi Yojana

The scheme aims at reducing the financial pressure of people who have no other source of income and thus are dependent in some way. The government made it very clear that only two categories will be termed as the beneficiary in this scheme –

  1. Farmers of the state who have less than 5 acres of cultivable land
  2. Laborershaving income less than 15 thousand a month.

Key points of Mukhyamantri Parivar Samman Nidhi Yojana

  1. As per the scheme, each beneficiary family will annually receive financial support of Rs 6 thousand.
  2. The state government has already allocated a budget of Rs. 1500 crore for this scheme.
  3. This amount will be offered to the family member nominated by the family.
  4. Two categories of beneficiaries have been made for this scheme. One constituting people of the age group 18 to 40. While the other group constitutes people of the age 40 to 60. The former group will have to choose from 4 offered options to get the benefits while the later has only two options available to seek this financial support.

Category wise description of the scheme

Three equal instalments of two thousand each will be deposited in the bank account of the head of the family. (Rs 2,000*3=Rs 6,000) The head of the family will get the amount transferred directly to his bank account in the form of three equal instalments of two thousand each.
The nominated member of the family will receive Rs 36,000 after a period of 5 years. Just like in the first category, the nominated member of the family will receive Rs 36,000 after a period of 5 years.
The beneficiary can take this amount in the form of pension i.e. after the age of 60. The amount of pension will range from three thousand per month to fifteen thousand per month depending upon the age of the beneficiary when the scheme was initiated.
The nominated member of the family can also claim this amount in the form of an insurance cover. Other than receiving an amount ranging from 15,000 to 30,000 the family member gets secured under an insurance scheme, the premium of which is paid by the government. The amount of insurance cover will depend upon the amount you choose to withdraw every 5 years.

Note: The insurance amount is 2 lac, as decided by the Haryana government. Whether it is natural death, accidental death or permanent disability, the nominated member or the head of the family will be insured for all these. However, in case of partial disability, the amount is 1 lac.

Modelled upon PMs Kisan Samman Nidhi Yojna, this scheme by Haryana government aims at giving the farmers and labourers a respectable life. Those who struggle for little things in their life owing to low wages, insecurity in job, low yield of crop and other factors will be benefitted by this policy.

How to Apply for Mukhyamantri Parivar Samman Nidhi Yojana

Firstly, you need to check that you have all the required documents namely –

  1. Income Certificate
  2. Land papers
  3. Address Proof
  4. Aadhaar Card
  5. Bank Account Passbook.
  6. Proof that you belong to Haryana

It has been announced that the forms for this scheme will be filled online. The portal or website on which this registration will be done has not been declared. Government officials will be shortly coming up with these details. Till then we can only wait for the final steps.

  1. It is proposed that 1100 pilgrims will be able to go in one round.
  2. The total number of pilgrims who will be able to take the benefit is estimated to be 77,000 per annum.
  3. 15 coaches of non – AC trains will be registered for this scheme with each coach having a doctor and paramedical staff on board.
  4. An unarmed security guard, as well as an escort, will also be there to assist the elderly.
  5. If the passenger is over 70 years of age, s/he is entitled to an attendant as well, provided the spouse of the passenger is not coming along. This attendant must be above the age of 20.
  6. The passengers will receive accommodation and meals as well.
  7. The trains will leave from Safdarjung Railway Station.
  8. Passengers will also receive insurance benefits worth 1 lac.
  9. An individual who has already taken the benefit of this scheme can not avail it twice.

Memorandum of Understanding

DTTDC  signed an MoU with IRCTC to ensure smooth working of the scheme. Indian Railways and Catering Tourism Corporation in association with Delhi Tourism and Transportation Development Corporation will work hand-in-hand to make the project successful.

Selection of Pilgrims

The selection will resemble a lucky draw process, however, it will be ensured that the eligibility criteria are met. No government employees can avail the benefit of this scheme. Also, there is no selection based on income levels, however, the economically weaker section will be favoured for the yojna. And till now, it is believed that people having an annual income of less than 3 lac only will be entitled to this scheme.

Registration forms will be available online. You can find it on https://edistrict.delhigovt.nic.in/. To fill the form online, you will have to register as a new user. Under the Citizen’s Corner. Else you may get it from the office of the Divisional Commissioner or concerned MLA.  Pilgrimage committees will also offer aid in this proposition.

With the news of distributing laptops for free, the CM of Tamil Nadu has captured the headlines. Chief Minister of Tamil Nadu Sri K. Palaniswami this Wednesday, February 27, 2019, announced his free Laptop Scheme which intends to provide the students with a gift like no other. At the State Secretariat, he handed over laptops to seven students and initiated the chain. Here are some facts about the scheme you will be amazed to know

Tamilnadu CM Free Laptop Scheme – Fast Facts

  1. More than 15 lakh laptops will be distributed under this scheme and that too free of cost.
  2. Students of the academic year 2018-19 will be benefitted with this policy.
  3. This scheme would cost the state a total of Rs 1340.44 crores to the government.
  4. This scheme was first launched in 2011 when the venerable CM J. Jayalalithaa and AIADMK government was in power.
  5. Since then 37,88,528 students have received a free laptop from the state government.
  6. The expenditure incurred till now is estimated to be around 5552.39 crores.

For many students, having a laptop is like a dream and if the state government is offering one, it is obviously important to know if you will get it or not?

Eligibility Criteria for Tamilnadu CM Free Laptop Scheme

  1. You must be a student of class 12th or studying in the first year of polytechnic courses in the state.
  2. You must be a resident of the state of Tamil Nadu and must possess a bonafide certificate for the same.
  3. You must be enrolled in a government school or college. Students of private colleges are not entitled to this scheme.

The registration process is not yet started and hence the portal does not show many options. At this moment, only the existing users can sign in.
