How to Apply for a Change of Land Use (CLU) Permission Online in Haryana

This guide will show you how to submit a new CLU application electronically using the e-CLU system implemented by the Town and Country Planning Department (TCPD) of Haryana.

Before You Begin:

Steps to Apply for e-CLU:

1. Registration:

  • Click on "Register" (See Screen-1).

  • Fill out the online registration form on Screen-2.
  • Create a strong password and remember it for future logins.

Screen-2: This screen will likely have fields for your name, email ID, mobile number, and password creation.

  • A valid email ID and mobile number are crucial for receiving updates.

2. Login:

  • Once registered, return to the e-CLU website.
  • Click on the "Login" link (See Screen-4).

  • Enter your credentials and click the "Login" button (See Screen-5).

3. Forgot Password:

  • In case you forget your password, click on "Forgot Password" (See Screen-6).

  • A link to reset your password will be sent to your email ID.

4. Dashboard:

  • Upon successful login, you'll see the Dashboard (See Screen-7).

5. File New CLU Application:

  • Click on "File New CLU Application" (See Screen-7).
  • The system will likely guide you through several steps.

6. Filing a New CLU Application (Details may vary):

The filing process is divided into six steps (See Screen-8a):

Step 1: Basic Details and Payment Details

  • Enter basic information about your application and any applicable fees (Screen-8a). You may be able to pay online using the mentioned methods.

a) Preview and Export:

  • Click "Preview" to see a summary of your application.
  • Click "Export to PDF" to download a PDF copy of your application (for reference).

b) Online Payment:

  • Click "Online Payment" to pay the scrutiny fee online.
  • The system will redirect you to a payment gateway.
  • Upon successful payment, a unique Diary No. will be assigned to your application (Screen-8b).

c) Payment Failure:

  • If the payment fails, the application content will be frozen, and you cannot proceed further until the fee is paid.

Step 2: Applicant and Authorized Contact Person Details

  • Enter details about yourself as the applicant and any authorized contact person (Screen-8d).
  • Depending on your selection, some options might be automatically disabled.

a) Saving Changes:

  • Click "Confirm The Step" to save any changes made in this step.

b) Navigation:

  • Click "Back" to go to the previous step.
  • Click "Next" to move to the next step.

Step 3: Address Details

  • Enter the complete address details for the land (Screen-8f).
  • You can choose if the correspondence and registered address are the same.

a) Saving Changes:

  • Click "Confirm The Step" to save any changes made in this step.

b) Navigation:

  • Click "Back" to go to the previous step.
  • Click "Next" to move to the next step.

Step 4: Site Parameter and Other Details (Continued):

  • You can upload relevant documents in PDF format by clicking "Browse" (Screen-8g).
  • Click "View File" to preview the uploaded document.
  • Use "Remove" to delete an uploaded document.
  • Click "Save" to permanently save the entered details for this step.

Step 5: Ownership and Land Details

  • Enter details about land ownership and upload related documents (Screen-8h).

a) Saving Changes:

  • Click "Confirm The Step" to save any changes made in this step.

b) Navigation:

  • Click "Back" to go to the previous step.
  • Click "Next" to move to the next step.

Step 6: Final Submission

  • This step involves acknowledging the information provided and final submission (Screen-8i).

a) Acknowledgement:

  • Tick the checkbox to confirm the information you provided is accurate.

b) Reviewing Application:

  • Click "Preview" to view the entire application for final review.

c) Navigation:

  • Click "Back" to go back and make changes to previous steps.

d) Final Submission:

Click "Submit" to finally submit your application to the Town and Country Planning Department (TCPD). This will freeze the application content, and no further changes will be allowed.

Your application will be automatically listed on your Dashboard for tracking purposes.

7. Track Application Status:

  • You can likely monitor the progress of your application through the e-CLU Dashboard. The system might send updates via SMS or email based on the application's status.
