  Dear Chandra Babu Naidu Ji, Greetings. First of all i would like to congratulate you on many successful programmes that are being implemented by driving People & Government missionaries together with a great pace to achieve goals with a great vision. I appreciate your clear cut vision in developmental activities and capital building with utmost transparency though you are not blessed with required financial resources. At this crucial juncture we always be with you and endorse our support. Sir, having said that , i have observed some transparent procedures incorporated are being misused by the officials and Head of the departments for their favour and advantage by showing partiality in releasing Bill payments with out following Token numbers priority as per norms. These type of system breakers are taking undue advantage of the digitization and yielding to favoritism for their own benefits deliberately. Even in allocation of funds for priority project is the prerogative right of the Government and once the fund is allocated each and every Agency should be treated rationally. Any irrational treatment is to be condemned . Recently the Government allocated funds for priority projects bill payments and the same is been released irrationally without following sequence or order deliberately. It is very sad to say that even Higher Officers like Mr IMTIAZ Dy Secretary Finance Mr. M. Ravi Chandra Special Chief Secretary Finance habituated to resort for this type of irregularities in their own department. Once the amount is earmarked for particular project, the amount should be disbursed as per seniority of Token numbers generated in the Dash board. It is evident and put to strict proof that the system is not being followed and breached according to their will and wish. In the same priority project , how surprisingly the system is being put to breach by releasing funds to their well wishers surpassing seniority. Taking the advantage of the financial tightness of the state , one can not let the system go into red tape ism showing irrationality ignoring equality. It is put to surprise how the same people have been appreciated by the Government for quick disposal of files in just three hours on an average. I suggest it should be measured how cleanly they are doing is also matters equally for gauging. One should keep in their mind that every one is same and equal in the arena and every one is suffering for payments and co operating with the government in this financial crunch.It is very much painful to anyone if they undergo a stepmother lily treatment in your government. Sir, As per my knowledge and belief your goodself always tried to establish transparency and non corruptible systems and would never encourage these type of irrational , unequivocal practices in your life time. I personally admire at your sincerity hard working nature & commitment towards the development of Andhra Pradesh. I request you to intervene to cut off these type red tapism practices adopted by Senior officials and if i am put to test i am happy to share the evidences if required. The most important aspect in the latest technology is that there is no need to segregate the Munciipal solid waste into Metal, Plastics, Organics and Inert material coming out of demolitions of buildings. The mixed lot can directly be fed into the feeder after proper weighing and the separation takes place automatically. in the plant. Each plant can process 600 Tonnes of Municipal Solid Waste and can generate 3 MW of electric power, marketable plastic scrap, marketable metal scrap, inert materials which can be reused in the construction, Pure water fit for industrial and agricultural use and finally organic fertilizer of high purity. Sir if your Government is interested in processing of about 8000 Tonnes of Municipal Solid waste, in plants to be located at strategic places and if you discuss with our principals and along with them with the German Government there is a possibility of German funding on a long term at a very low interest.   There will be poor and rich in each and every caste. Reservation in govt jobs should be based on the category of poor and it should not be based on the caste. Caste based reservation should be removed and poor based reservation should be implemented. Else bann the reservation and help the poor financially , give the training to the poor. If a candidate is selected based on the reservation, will they provide quality education?? How about the person gets 55% in general category and dont get selected for job?? Government is spoiling the nation by implementing the reservation system. Skilled and talented youth is demotivated because of this injustice. Job should be based on the skill ,talent and capability. Farmers are the backbone of the country and there is no reservation for them.Is it fair to give reservation based on the caste ? Think about the children's of farmers.They do the hard work and even they secure more than other categories ,still they will not be selected. Will the caste based reservation give justice? How long farming families have to suffer because of injustice by govt of India?? What communication goes to public if a skilled and talented person dont get government job?? Many skilled and talented persons are being selected by private companies and other skill based sectors with good package than govt. Are you willing to miss the skilled and talented persons? Will the India develop in the future if you miss talented persons in government sectors? Many talented and skilled youth are not even trying for government jobs. Will the India develop if you miss good candidates?
